Program Manager

The Program Manager reports directly to the Regional Manager. They will lead the program operations and business development in their assigned Bredin Centre for Career Advancement department. The Program Manager will oversee the delivery of the contractually defined program and related services and is responsible for meeting contract expectations. This role leads internal collaboration between program team members and external collaboration with stakeholders, and models the highest qualities of integrity, credibility, and commitment to the organization’s values. The Program Manager will build strong relationships and communication practices, supporting a diverse and inclusive workplace.

Key Responsibilities

  • Providing information on the labour market and job opportunities.
  • Ensuring good job matches by understanding employers hiring needs and conducting analysis of client’s skill sets to determine the best candidates for the position.
  • Staying informed of labour market trends and economic changes within industries and the current occupational demand.
  • Monitoring the effectiveness of job matches through client and employer feedback and developing reports for the Program Manager.
  • Working cooperatively with the program team to assist clients with resume development and targeting, online profiles, and interview preparation including arranging mock interviews.
  • Case management duties including collecting employment information, providing post-employment support as needed, and compilation of program outcomes.
  • The collection and management of client information ensuring accurate and relevant case file management in accordance with funder guidelines and privacy regulations.

Operations

  • Manage staff development in accordance with Bredin HR policies and procedures.
  • Develop strategic plan for program implementation.
  • Identify opportunities for the ongoing development and improvement of program services, ensuring a high standard of program integrity.
  • Ensure all program activities are aligned within the values of the organization and the funder’s contract guidelines.
  • Liaise with the funder’s representative to ensure program delivery is compliant with the business policies and procedures as they apply to the program contract.
  • Lead the program team in developing strategies to meet contractual outcomes.
  • Participate in the development and maintenance of high-quality curriculum across all programs.
  • Uphold OH&S standards and communicate concerns directly to Human Resources (HR) and Regional Manager.

Information & Data Collection Management

  • Review information & data collection procedures and processes, ensuring provincial and federal privacy regulations are adhered to.
  • Evaluate metrics used for data collection and measurement of outcomes to guarantee capture of relevant statistics.
  • Analyze data to guide strategic program planning.
  • Compile formative and summative reports using quantitative and qualitative data.

Financial Management

  • Identify service delivery costs associated with contract budget and bring concerns forward.
  • Participate in preparing fiscal program budgets, forecasts, cashflow reports and amendments
  • Develop and monitor expenditure plan in comparison to budget and adjust as required.
  • Authorize program staff expenses.

Marketing and Community Promotions

  • Identify marketing needs of the program and provide content for development of materials.
  • Review current marketing resources to ensure information is aligned with the program funder’s guidelines and expectations.
  • Promote all Bredin businesses, programs, and services.
  • Lead, plan and guide interaction with community and stakeholders.

Other Duties

  • Act as interim manager for other program managers in times of absence.
  • Participate in business development including proposals, identify potential partnerships and contributing statistical reports on outcomes achieved.
  • Lead and/or participate in special projects, event planning, and committees.
